SARS-CoV-2 EPIDEMIOLOGICAL SITUATION
We all have an important role to play in sustaining the safety and health of our community. The information in this section reflects current event safety rules. Because we want to organize an event in which safety and public health are a priority, please find below the conditions for participation in the Event, as well as the preventive measures that will be implemented.
Please note that these issues may be amended or adapted in accordance with future legal provisions.

What are the access conditions for UNTOLD Festival, 9-12 of September, 2021?
The access is permitted only for:
Persons presenting the identity card and the EU COVID-19 DIGITAL CERTIFICATE (GREEN PASS), containing:
- proof of vaccination against the SARS-CoV-2 virus for which 10 days have passed since the completion of the vaccination scheme with a vaccine recognized / authorized in Romania.
- proof that they are in the period from the 15th to the 180th day following confirmation of infection with the SARS-CoV-2 virus.
- proof of the negative result of an RT-PCR test, not older than 72 hours.
Persons presenting the identity document and proof of the certified negative result of a rapid antigen test, not older than 48 hours.
This is evidenced by the document certifying the negative result of the test (in physical or electronic format) and by the wristband attesting the veracity of the test and the negative result, received from one of the Organizer’s accredited healthcare providers.
Do I have to upload my negative result for my antigen test in Green Pass?
If you got tested in order to access the festival, at an UNTOLD authorized medical provider, you no longer have to upload your result in the Green Pass platform. Instead, you will be given a second wristband, an epidemiological screening wristband, that certifies the fact that you took the test and it came out negative. This second wristband also features the last day you’re allowed to be inside the festival. Do NOT remove this wristband. You cannot enter the festival without it.
If you want, you can upload this negative result in the platform, to use this pass to experience other venues in Cluj Napoca.
Do I have to upload my negative RT-PCR test in Green Pass?
Yes, you need to upload your RT-PCR result in the platform and issue your Green Pass. Once at the gates, you will be given a second wristband, an epidemiological screening wristband, that certifies the fact that you took the test and it came out negative. This second wristband also features the last day you’re allowed to be inside the festival. Do NOT remove this wristband. You cannot enter the festival without it.

Participants have the obligation to have their ID card, alongside the digital certificate or the document attesting the negative result of the test (in physical or electronic format), for the entire duration of the festival. A verification request can be made at any time, to any participant, throughout the event.
Will I get an epidemiological wristband if I’m vaccinated?
Yes. Do NOT remove this wristband. You cannot enter the festival without it.
What are the vaccines authorized / recognized in Romania?
Romania uses only vaccines recommended by the European Medicines Agency and authorized by the European Commission.

Where can I do the rapid antigen test?
Those who are tested (rapid antigen) in the UNTOLD authorized medical centers will automatically receive after testing a wristband that certifies the veracity of the test and the negative result. They must no longer present the EU COVID-19 Digital Certificate upon entering the festival, but must have proof of the negative test result, in physical or electronic format. The centers and clinics of authorized medical providers and the entire mechanism will be available shortly on www.untold.com.
Why isn't self-testing an accepted option?
Self-testing is not performed under controlled conditions and these types of tests are considered, for the time being, less reliable. Certificates should be issued by the health authorities, who cannot control the tests performed, for example, at home, and therefore cannot issue reliable certificates.
Will there be a test center onsite?
As we want to avoid congestion within the festival perimeter, there will be no testing centers on location, but there will be centers nearby.

What is the starting point of the term of validity for RT-PCR or rapid antigen tests?
The term of validity for both tests runs from the moment of the biological sampling.
What are the access requirements for minors?
As an extra measure meant for everyone’s protection, minors ages 7 to 12 must submit a negative test result (quick antigen or RT-PCR) or proof of previously confirmed SARS-COV-2 infection, as well as their birth certificate.
Minors ages 12 to 14 must submit proof of vaccination, proof of previously confirmed SARS-COV-2 infection or a negative test result (fast antigen or RT-PCR), as well as their birth certificate.
Participants between 14 and 18 are allowed on festival grounds if they submit proof of vaccination, proof of previously confirmed SARS-COV-2 infection or a negative test result (fast antigen or RT-PCR), as well as their ID card.
Minors over the age of 5 must wear a mask.
Is the temperature measured at the entrance to the Festival?
Yes, body temperature measurement is mandatory. People who refuse to have their temperature measured will not be granted access to the location. Also, if the recorded temperature exceeds 37.3°C, the temperature measurement will be repeated after 2-5 minutes of rest, and if the temperature still exceeds this index, access will not be allowed.
What does observational triage mean?
People who show symptoms of infection with SARS-COV-2 – coughing, sneezing, rhinorrhea, fever, altered general condition – will not be granted access to the festival.
Is it mandatory to wear a protective mask?
Public access will be allowed only under the condition of wearing a mask throughout the event. To provide effective protection, the mask should cover the mouth and nose.
What are the consequences of presenting a false document?
Because we want to provide the safest environment possible, we will not tolerate forgery or the use of forgery, whether it is false vaccination certificates, proof of recovery from the disease, or COVID-19 digital certificates. According to the Romanian Criminal Code, this constitutes a crime and can be punished by imprisonment up to 3 years. In this case, we will notify the competent authorities to take legal action.
About the Digital Certificate (Green Pass)
The electronic green certificate is a document approved at the European level, generated by a computer system attesting that the holder has been vaccinated against COVID-19, has received a negative result for the SARS-CoV-2 virus test or has been cured of COVID-19.
Steps to generate the Electronic Certificate:
1. Log in by entering an email address.
2. Enter the email address and access the link received
3. By accessing the link you will be redirected to the EU digital certificate generation portal for COVID
4. Select the "Add" field (top right)
5. Select the relevant category
6. Enter the required data:
a) For vaccinated persons: CNP (personal identification number), name, surname, series and number of the ID, type of vaccine, month and county of vaccination
b) For persons tested in the last 72 hours: name, surname, series and ID number
c) For persons recovered after COVID-19: name, surname, series and ID number, month and county of registration of the last positive test

What are the consequences of not fulfilling the access conditions?
If a participant does not meet any of the mandatory conditions, his access to the perimeter of the Festival will be denied! (for example, the documents presented are not accepted by the Organizer, does not wear a protective mask, refuses to have his body temperature checked, the temperature exceeds 37.3 ° C, shows specific symptoms, does not meet the conditions of triage, does not have a valid ticket, etc.). Persons who are not allowed access after triage will be equipped with protective masks (if applicable), will be asked to leave the access perimeter and will be instructed to follow the following steps:
The first thing you need to do is call your family doctor who will make a telephone assessment of your health and decide upon the next steps. The doctor may decide, in this situation, that you should test for COVID-19 and, as such, instruct you to call the Public Health Department and mention all symptoms. All the while, try as much as possible to keep your distance or even isolate yourself from the community or rest of the family, if your living space allows. Stay in the house and wait for the ambulance service, which will consult you, perform the test at home (or at the accommodation unit in the case of foreign citizens), or if the situation requires it, will transport you to the hospital. If you go to a test center to perform the test "on request", opt as much as possible for individual means of transport and strictly take into consideration all sanitary measures (mask, social distance, hand hygiene). If your general health gets worse, call Emergency 112 and describe the whole situation. You will be notified of the time of arrival of the ambulance service, which will consult you, perform the test at home, or if the situation requires it, will transport you to the hospital.
UNTOLD wants to help those who wanted to be with us, so we offer the following solutions:
If you find yourself in one of the following situations:
You were required by the authorities to be quarantined less than 15 days before the start of the event,
The authorities imposed quarantine on you without any other alternative (eg. testing) if and when you entered Romania or upon your return from Romania, to the country where you reside, less than 15 days before the start of the Festival,
You tested positive for SARS-CoV-2 less than 15 days before the start of the Festival
You were denied access to the Festival because your body temperature was over 37.3 degrees Celsius or had specific symptoms of COVID-19.
Please note that if you find yourself in one of the situations above, you have the possibility to request the validity of the ticket for the next edition of the Festival (in case of Anytime tickets for the next 2 editions of the Festival), only if you follow this procedure:
It is mandatory to contact the Organizer by an e-mail sent to [email protected], no later than the first day of the Festival to inform us about your situation. The Organizer may request additional documents proving the state of affairs presented by the customer.
The holder of a 4-day subscription to the Festival, who participated in one of the days at the Festival, but was later confirmed positive between 9-12.09.2021 has the opportunity to benefit of a 50% discount code that can be used to purchase a subscription in the Presale phase at the next edition of the Untold festival. In order to benefit from this facility, the Client has the obligation to contact the Organizer by an e-mail sent to [email protected], no later than the last day of the Festival, to inform us about his situation. The organizer has the opportunity to request additional documents proving the state of affairs presented by the customer.
Conditions for entering the country
The quarantine exemption applies at state border crossing points according to HCNSU 43/01.07.2021 and HCNSU 59/ 12.08.2021.
If you are travelling to Romania FROM the Member States of the European Union, of the European Economic Area, or from the Swiss Confederation, according to the official regulations, quarantine is NOT established for:
persons coming from the green zone.
b) persons vaccinated against the SARS-CoV-2 virus, for whom 10 days have elapsed from the completion of the complete vaccination scheme until their entry into Romania (yellow, red zone)
b) persons who have a negative RT-PCR test for the SARS-CoV-2 virus infection, performed no more than 72 hours before boarding (yellow zone)
c) persons who have been confirmed positive for the SARS-CoV-2 virus infection in the last 180 days before entry into the country, for whom at least 14 days have elapsed from the date of confirmation to the date of entry into the country (yellow, red zone)
d) persons who remain in Romania for less than 3 days (72 hours) and present the negative result of an RT-PCR test for the SARS-CoV-2 virus infection, performed at most 72 hours before boarding (red zone)
If you are travelling to Romania from states that are NOT in European Union, the European Economic Area, or the Swiss Confederation, regardless of the zone in which the country is, according to the official regulations, quarantine is NOT established for:
persons vaccinated against the SARS-CoV-2 virus, for whom 10 days have elapsed from the completion of the complete vaccination scheme until their entry into Romania
persons who remain in Romania for less than 3 days (72 hours) and present the negative result of an RT-PCR test for the SARS-CoV-2 virus infection, performed at most 72 hours before boarding
c) persons who have been confirmed positive for the SARS-CoV-2 virus infection in the last 180 days before entry into the country, for whom at least 14 days have elapsed from the date of confirmation to the date of entry into the country
Before you leave anywhere, make sure you check your government's official recommendations as well as the recommendations of your destination country's government. Double check your document list and your permissions and be sure your plans align with what you're allowed to do and where you're allowed to travel. No national authority will make exceptions for private plans and will not allow anyone to break the rules because of lack of information.
Failure to comply with the quarantine measure constitutes the crime of thwarting the fight against disease, a deed provided and punished by art. 352 para. I of the Criminal Code.

Commitment of the Participant
Participants know that the Organizer may, in accordance with the UNTOLD Terms and Conditions and based on the legal norms in place regarding access to cultural, artistic and entertainment events, apply health check measures (eg body temperature scanning, observational triage, etc) and that they will be subject to any measures requested by the authorities and mandatory for event Organisers to prevent and combat any situations that may endanger the health of the Participants.
